We secured permission on behalf of Rengen for the conversion of 13-31 Cumberland Street, Stokes Croft, from offices (B1) to a mixed-use comprising student accommodation (Sui Generis) and a fitness gym (D2). The premises appear as separate Georgian properties, but the site was effectively one large building behind a re-built Grade II listed façade, located in the Portland and Brunswick Conservation Area. Key planning issues covered loss of commercial use; the principle of student housing and a gym; heritage impact; potential for noise and disturbance; parking/access and safety/security. Specialist input included a transport assessment and noise survey. The scheme was approved subject to conditions, including a requirement to provide visitor cycle spaces outside the building.
